Brussels Attackers Transferred Money Between Prepaid Cards: FIU Chief

Members of the terrorist cells that killed 164 victims in two attacks in Paris and Brussels transferred funds between prepaid debit cards to avoid detection by law enforcement, a Belgian official said Thursday. In a joint briefing, Belgium's financial intelligence unit chief Philippe de Koster told officials from the Financial Action Task Force (FATF) and United Nations that the attacks, both of which have been claimed by Islamic State, were perpetrated entirely without financing from the Iraq and Syria-based group and facilitated in part by the undetected movement of stored value.
