CIA Report Points to Divisions in Combating Terrorist Financing

The U.S. Central Intelligence Agency failed to cooperate on terrorist financing cases with the Treasury Department, according to a report released Tuesday by the CIA. The report, which details the agency's missteps leading up to the September 11, 2001, terrorist attacks, said the CIA was inhibited by bureaucratic obstacles and legal restrictions in working with the Treasury Department. It also cites CIA failures in working with the National Security Agency and the FBI.
