The eldest member of one of Mexico's most violent drug cartels pleaded guilty Monday to federal drug charges, ending a case nearly 30 years old. Francisco Rafael Arellano Felix – one of seven brothers who allegedly ran the Tijuana-based Arellano Felix cartel – admitted that he sold 200 grams, about a half-pound, of cocaine to an undercover officer at a San Diego motel in 1980.
