FinCEN Expands Southwest Border GTO, Raises Reporting Threshold

Six months after directing money services businesses in 30 ZIP codes in California and Texas to flag cash-backed remittances of $200 to $10,000 in value, U.S. officials raised the lower limit of that range to $1,000 while expanding the reporting requirement to entire counties. From Wednesday through at least March 6, 2026, MSBs in the ZIP codes covered by the Financial Crimes Enforcement Network's original geographic targeting order, or GTO, must begin filing currency transaction reports, or CTRs, on cash-backed remittances that fall within the smaller range of value, which aims to reduce the "burden on legitimate businesses."
