Former FinCEN Head Returns to Treasury as Top Deputy to Terrorism Undersecretary

A former U.S. Treasury Department official who oversaw the nation's sanctions program and financial intelligence unit only to take a senior position at Merrill Lynch is returning to government service. Robert Werner, who formerly served as director of the department's Financial Crimes Enforcement Network (FinCEN) and the Office of Foreign Assets Control, will rejoin the department as senior counsel to Under Secretary for Terrorism and Financial Intelligence, Stuart Levey, according to Bank of America spokeswoman Shirley Norton.
