New U.S. sanctions targeting North Korea, including a likely block on assets tied to the nation's top officials, will require cooperation from Chinese monetary authorities to be effective, say analysts. Secretary of State Hillary Clinton announced the planned sanctions Wednesday during a press conference in Seoul but declined to offer details, according to media reports. The announcement comes four months after the sinking of a South Korean naval vessel, allegedly by a North Korean submarine, according to U.S. officials.
