U.S. officials blacklisted four judges of the International Criminal Court on Thursday whom they accused of “transgressions against the United States and Israel,” and as a broader response to what they described as “the threat we face from the ICC’s politicization and abuse of power.”
The designations target Solomy Balungi Bossa and Luz Del Carmen Ibanez Carranza of the ICC’s Appeals Division, and Reine Adelaide Sophie Alapini Gansou and Beti Hohler of the Pre-Trial and Trial Division, obligating banks and other financial institutions in the U.S. to freeze and report all relevant assets that fall into their custody.
“Bossa and Ibanez Carranza ruled to authorize the ICC’s investigation against U.S. personnel in Afghanistan,” the State Department explained in a press release. “Alapini Gansou and Hohler ruled to authorize the ICC’s issuance of arrest warrants targeting Israeli Prime Minister Benjamin Netanyahu and former Minister of Defense Yoav Gallant.”
The ICC has accused Netanyahu and Gallant of using starvation as a weapon of war in Gaza, blocking humanitarian aid and authorizing direct attacks against civilians.
