EU Campaign Against Terrorist Content Online May Impede Due-Diligence: Analysts

Law enforcement and financial institutions’ efforts to screen clients and transactions for links to terrorist groups may inadvertently be hindered by an EU crackdown against online terrorist content, say analysts. On Thursday, the European Commission recommended that all online platforms, including social media websites, proactively identify and rapidly remove content intended to recruit members or raise funds for terrorist groups, and warned it may legislate on the issue if the voluntary measures do not achieve the desired results. The nonbinding recommendation encourages internet companies to cooperate with “relevant authorities” and remove within one hour content flagged by law enforcement agencies....
