Germany Advances New Bill to Strengthen Sanctions Enforcement

The German finance ministry on Wednesday announced wide-ranging plans to strengthen the country’s enforcement of sanctions, including the creation of a new federal unit to manage asset freezes and coordinate the implementation of financial and trade embargoes.

The draft Sanctions Enforcement Act II, which builds on legislation enacted in May, also aims to improve transparency of the ownership of real estate and envisages the appointment of a “special representative” to monitor compliance in the private sector amid concerns over gaps in the country’s ability to enforce unprecedented Western sanctions against Russia.

The bill also seeks to create a central register containing data on assets linked to blacklisted parties and includes new measures to tackle money laundering, including a ban on cash payments in the real estate sector.
