Iran and Russia Smuggle Oil, Funds to Syria Behind Humanitarian Pretext: OFAC

Iran has worked in tandem with two Russian firms to supply oil to the Syrian government, according to U.S. officials, and partnered with one of them to move hundreds of millions of U.S. dollars to Hezbollah and Hamas.
