After just eight months on the job, Robert Werner resigned Tuesday from the top job at the U.S. Treasury Department's Financial Crimes Enforcement Network (FinCEN) to take a position as the managing director and head of Merrill Lynch's Monetary and Financial Control Group and Bank Compliance Group.
