Disagreements Over Definition Leading to Less Terrorism Prosecutions: Report

Competing legal definitions of "terrorism" and terrorist acts have resulted in only a fraction of related investigations making it to a courtroom, according to a report. Approximately one of every three individuals that investigators have accused of terrorist activities has been prosecuted, according to Syracuse University's Transactional Records Access Clearinghouse (TRAC). That relatively low ratio has largely been due to disagreements among federal agencies and prosecutors about what a terrorist legally is, according to TRAC.
